2010 is quite fast approaching and a lot of aspirants are now coming out yet we are still uncertain as to who would really run for president this coming election. As such I have listed and captured some photos of the possible candidates below:

Despite the many scandals plaguing the administration, I think our people are not outraged enough to jam our streets and plazas a la EDSA People Power 1 and II. Much less are they ready to support military adventures to topple the government. Instead, recent polls show that Filipinos are looking forward to the May 2010 elections as the grand opportunity to change our leaders and to revitalize the nation. However, schemes and plots to alter the Constitution persist. Angry readers ask: Will these plots derail the 2010 presidential election?

The process of amending or revising the 1987 constitution of the Philippines is recently known to many Filipinos as Charter Change. The anti-charter change forces threatened massive protests on the political process that could lead to a plebiscite on the charter change issue. Any proposed amendment or revision to the 1987 Constitution shall only be valid when ratified by the majority of Filipinos in a plebiscite. This is an ongoing current event, with massive rallys and protests, affect every Filipino domestically and globally. Charter change in the Philippines is a very controversial event, for the last time the constitution was appended, it led to the prolonging of the term of President Marcos and eventually,
The Constitution mandates the Commission on Elections to call a plebiscite to ratify the amendments within 60 to 90 days from their approval. Considering that Congress will resume sessions only on April 13 and that the filing of certificates of candidacies for the 2010 elections had been advanced to November, barely six months are left to have the Villafuerte resolution (1) deliberated and approved by at least 196 votes in the House; (2) heard and decided in the Supreme Court; and (3) voted and ratified by the people in a plebiscite.
The people’s aversion to any Charter change at this time, as well as to the parliamentary system and to term extensions under any guise. They want to elect their president, not members of parliament. Expect massive demos and incessant protests. Forcing the Cha-cha now could be the tipping point.


SC RULING ON CON-ASS RESOLUTION EXPECTED

Constituent assembly or "con-ass" is one of the three modes in which the 1987 Constitution of the Philippines could be amended or revised. The other two modes are via People's Initiative and Constitutional Convention. The bicameral Philippine Congress (Senate and the House of Representatives) is in a Constituent assembly mode when they formally convene to propose amendments or revisions to the 1987 constitution; and under Article XVII of the Constitution of the Philippines, upon a vote of three-fourths of all its Members.

The Supreme Court’s junking of the petition seeking to nullify a resolution in the House of Representatives, calling for a constituent assembly even without the senate came as no surprise to lawmakers.

House members in favor of and against the Con-Ass resolution said they expected the High Court throughout the petitions filed by lawyers Oliver and Evangeline Lozano and Luis Biraogo for being premature. And the dismissal was legally anticipated.

The house leader said he believes the SC ruling was in accordance with the opinion of constitutionalist Fr. Joaquin Bernas that House Resolution 1109 “does not by itself convene Congress into a Con-ass”

There will be a justiciable issue only when Con-ass is actually convened and proposed specific amendments are made.


ARROYO URGED TO CONFIRM 2010 PLANS

I read a column yesterday about the thing going on with Senator Chiz Escudero and the president whether or not she will run for Congress in 2010. President Arroyo was urged yesterday by Senator Francis “Chiz” Escudero to declare, once and for all..


“The President should put an end to these endless speculations about her political plans for next year by declaring once and for all whether she will sun for Congress in 2010,” Escudero said.


In the same breath, he accused Mrs. Arroyo of fomenting a political and constitutional crisis by fueling speculation about her plans for next year’s polls.


“An honest and forthright declaration of intensions will avert a political crisis in the making,” he said.


Escudero said the speculations, being fanned by the President and her allies are alarming when taken in the context of moves in the House of Representatives to amend the Constitution through a constituent assembly(Con-Ass)

148th BIRTH ANNIVERSARY OF DR. JOSE RIZAL, DO WE STILL REMEMBER?

Do we still remember the birth date of our National Hero?I think only a few remembered that every June 19 is the birth anniversary of Dr. Jose P. Rizal. It is his 148th birthday to be exact.

I asked several people yesterday of why June 19 is important to us Filipinos. No one answered me as expected. We don't have a celebration or any event commenced to the birth of our national hero in our school. It was just an ordinary day.

Philippine Instruction (Life and Works of Rizal) instructor Junley Lazaga said people often forget about Rizal’s birthday because it was his death which had earned him the title of being a hero. He added that this neglect is rooted on the axiom, “Heroes are made not born.sunstar

“He wasn't born a hero. He was declared a hero upon his death,” Lazaga reiterated.

He explained that Rizal’s death is more important than his birth to the history of the Philippines.

For her part, Professor Dazzelyn Zapata said Rizal’s death date is often celebrated more than his birth because he had proven his worth and has contributed much to the Philippines.



Dr. Rizal and his elder brother Paciano, witnessed the execution of Fathers Mariano Gomez, Jose Burgos, and Jacinto Zamora in 1872. On the way home, they made a pact that he would dedicate his life to free their country while Paciano would take care of his studies and their family. “Without 1872,” Dr. Rizal recalled the impact of this event on him, “there would not be now either a Plaridel or Jaena or Sanciangco. Without 1872, Rizal would be a Jesuit now and, instead of writing Noli Me Tangere, would have written the opposite.”

His sojourn in Spain sealed his fate with Bagumbayan. “My perdition began in Spain,” wrote Dr. Rizal acknowledging Spain’s liberal traditions led him to endeavor that the same liberal traditions be implanted in his country. Thus he championed the highest ideals of the civilized world -– the worth and dignity of the individual, the inviolability of human rights, and the equality of all men and races.

His works impressed upon the colonial masters the inevitable operation of historical lessons. “No rule by one country over another lasts forever,” he declared in his essay “The Philippines A Century Hence.” His Noli Me Tangere awakened his countrymen from their lethargy that if they did nothing against their oppression, they would remain slaves forever. His El Filibusterismo warned the colonial masters that the Filipino people would violently separate their country from Spain if nothing was done to redress the people’s sufferings. His La Liga Filipina suggested the means to avoid such violent separation. The colonial masters were deaf to his warnings. The rest is history.

June 19, 1861, is a great day that the Filipino people should proudly celebrate. This date represents the first pulse of a great life, the dawn of a grand era, and the first spark that lighted freedom for the downtrodden Filipinos.

Our observance of Dr. Jose P. Rizal’s 148th Birth Anniversary demonstrates our respect and admiration for him as well as our awareness of the lessons he bequeathed to us. A people who honor and remember their heroes are a people who would never consent to be enslaved by others.www.mb.com.ph
